Let’s Talk Rubbish 「廢」話

There was a lot of news about rubbish last week. 


Hong Kong’s recycling industry is collapsing(香港的回收業正面臨困境)with China’s decision to stop accepting plastic waste and dirty paper. The ban becomes effective by the end of this year.


We should have seen this coming. In 1989, the Basel Convention(巴塞爾公約)was agreed to reduce the movement of hazardous waste from developed to less developed countries. China ratified the convention in 1991. In 2011 article 12 came into effect in China, to prevent pollution from importing solid waste. In 2013 China announced “Green Fence”(綠籬行動), an enforcement campaign inspecting all waste imports. 


Four years later, the Central Authorities decided on “National Sharp Sword 2017” (國門利劍), a campaign to ban the import of waste. China will only accept commodities created from waste(只有已處理及回收的廢料才可進口中國): Plastic converted into pellets; paper that has been sorted and cleaned. 


But when it comes to waste, we are clearly in “two systems”. Our Local Authorities have yet to re-organize our different waste streams. As the volume is too small for competitive local processing, government support with money and strategic sites is needed. To clean and sort recyclables requires space in estates and districts for modern collection points, transfer and sorting stations. Waste is a public concern and should not be left to the free market alone.(政府不能單依靠業界獨力處理廢物)
