與烏克蘭接壤的俄羅斯別爾哥羅德州(Belgorod)一座發電廠周日(28日)晚遭導彈擊中發生爆炸，造成州首府別爾哥羅德全市大停電，以及最少3人受傷。網上片段可見，停電導致交通陷混亂，在一個十字路口因無交通燈指示險象環生，有兩輛汽車更相撞。
州長Vyacheslav Gladkov稱，烏克蘭攻擊該州的基建，逼使部分設施轉用後備發電機，別爾哥羅德市兩度遭合共6枚導彈攻擊。他又指，烏軍炮擊該州其他地區，在24小時內出動最少76架無人機，部分在住宅區附近被擊落。俄國防部則說，徹夜擊落21架烏克蘭無人機。
